This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application. To qualify for this position, you must meet the basic requirements as well as any additional requirements associated with your chosen specialty. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: Citizenship: Must be a citizen of the United States. Education: Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Licensure & Registration: Current, full and unrestricted license to practice medicine or surgery in a state, territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. Successful completion of an ACGME/AOA accredited Psychiatry Residency Program or board certification in Psychiatry. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status). Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME); OR (2) Those approved by the American Osteopathic Association (AOA); OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. NOTE: Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Board Certification: Board certification required if the position being filled is required to: (1) supervise medical students or physician residents (including fellows); (2) have faculty status with an affiliated medical school (for example, in joint recruitments with affiliated medical schools); and/or (3) to be board certified by virtue of specific VHA policy (for example, as director of a cardiac catheterization laboratory or Director of Clinical Laboratory Medicine).NOTE: All Physicians must maintain current BLS Certification. Candidate has to be Board/Eligible in General Psychiatry. English Language Proficiency: Must be proficient in spoken and written English in accordance with 38 U.S.C. 7402(d). Preferred Experience and Certification: Verbal and written proficient in English in accordance with VA Handbook 5005, Part II, Chapter 3, section A, paragraph 3j. Verbal and written proficient in Spanish as required by location. American Board of Psychiatry and Neurology Board Certified/Board Eligible American Heart Association BLS Certification 1 or 2 years of Supervisory experience and/or Clinical Program Development Residential Rehabilitation Level of Care Experience that includes addiction assessment and treatment, Evidence Based Therapies for PTSD, Addiction Services and complex clinical presentation Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G2 Physician Qualification Standard. Staff includes psychiatrist, psychologists' nurses, social workers, peer support specialists, and utilize services of a number of different specialties. Duties and responsibilities include, but are not limited to: Program Manager has oversight and administrative authority over all programming within the DRRTP, and participates in program development, implementation, and evaluation. Maintains primary responsibility for the implementation of all Standard Operating Procedures (SOP's). The incumbent will supervise or delegate the supervision of all DRRTP MH&BHS employees, regardless of discipline The incumbent is responsible for reporting required data to VHA and other monitoring entities such as NEPEC. The Incumbent has responsibility for coordinating interdisciplinary staffing, work assignments, treatment services, and admission criteria of the program. The incumbent has responsibility for coordinating budget, program development, and program oversight. The incumbent has broad responsibility for program accreditation and compliance for the VACHS system. The incumbent has the ability to effectively supervise and manage subordinate employees; assess qualifications and abilities of current and prospective employees; develop productivity standards appropriate to each service provided and each venue; and provide fair, principled, and decisive leadership for a work environment that promotes shared accountability. The incumbent serves on Medical Center or healthcare system, VISN, and/or National VA committees or task forces. The incumbent represent the Medical Center at professional community group/events and committees. Program Manager has supervision and oversight of: performance measures, provider's productivity, service reports, issue briefs, special reports, action items, recovery service, professional developments plans, recruitment/retention and disciplinary actions when appropriate. The incumbent actively participates in state and national professional organizations. The incumbent may be responsible for a tour of duty that includes early morning, evenings and/or weekends and participation in the On-Call rotation schedule to accommodate patient care needs during weekends, holidays, evenings and nights. The incumbent collaborates actively San Juan VA with the Psychiatry Residency & Fellowship program, APA Accredited Psychology Internship program and Social Work Training program. Ensures compliances with all functions and standards of accreditation entities such as The Joint Commission (TJC) and the Commission of Accreditation of Rehabilitation Facilities (CARF) that are applicable to Mental Health & Behavioral Health programs (assessment of the patient; care of the patient; patient rights, organizational ethics; continuum of care, etc.). The incumbent assists in preparation of RFPs and grant proposals, as assigned. Work Schedule: Monday- Friday, 8:00am to 4:30pm, may include some evenings, weekends, holidays and on-call duties (Note: The incumbent may be required to work various shifts on a permanent or temporary basis based on facility/patient care needs).
